Pay or manage a parking fine

When it comes to paying or managing your parking fine, you can:

  • pay your fine in full online, by post or in person
  • apply to pay for the fine through a payment plan
  • appeal the fine by submitting a request with supporting documents
  • nominate another driver if you weren’t driving the vehicle at the time of the infringement.

Pay online

To pay your fine online, you'll need your infringement number and date. You can also create an account to manage and track the status of your fine.

If you’ve lost your fine, you can call us on 03 9058 6600.

Alternatively, you can pay your fine:

  • by phone: call us on 03 9058 6600 and have your infringement number and payment details ready.
  • by mail: send a cheque or money order with your name and infringement number written on the back to: City of Stonnington GPO Box 3095 Melbourne VIC 3001.
  • in person: visit your local Australia Post outlet and show your infringement notice to pay by cash, cheque, EFTPOS or credit card. Australia Post outlets can’t accept late payments. If your payment is late, call us on 03 9058 6600. Please note, we do not accept payment for parking fines at our Customer Service Centres.

Overdue fines

If you don’t pay your fine before the due date listed on your infringement notice, we’ll send you a Penalty Reminder Notice. This will incur additional costs.

If the fine is still unpaid after the next due date, we’ll lodge it with Fines Victoria for processing and collecting further costs. After that, Fines Victoria will send you a Notice of Final Demand and you will need to pay your fine with Fines Victoria.

Payment plans

You can apply for a payment plan to:

  • extend the deadline to pay your fine
  • pay by fortnightly or monthly instalments.

To apply for a payment plan, visit the parking portal then select 'My Payment Plans'.

Appeal a fine

You have the right to request an internal review of your fine. You can only appeal a fine once.

Your infringement is put on hold until you receive the outcome of your appeal.

The reasons you can appeal include:

Exceptional circumstances

The offence occurred due to an extraordinary or unavoidable situation, such as a medical emergency or a vehicle breakdown.

Mistake of identity

You believe you’re not the person who committed the offence and have evidence that the fine was issued to you by mistake. For example:

  • someone provided your license or details to the police
  • you have the same name as another person or family member
  • you received someone else's fine.

This is not the same as someone else using your vehicle at the time. If someone else was using your vehicle, you must nominate another driver.

Contrary to law

The fine is invalid or inconsistent with the law. This may include an officer acting unlawfully or outside their authority.

Special circumstances

You are affected by serious personal difficulties or disorders that prevented you from understanding or preventing the reason for the fine.

These circumstances must be specific. You can only select this ground if you committed the offence and can show that at the time you were affected by:

  • mental or intellectual disability, disorder, disease or illness, or a serious addiction to drugs or alcohol
  • homelessness
  • circumstances involving family violence.

You may also select this reason if you cannot deal with your fines due to a severe disabling long-term circumstance.

If you select this reason, you will need to provide evidence from a qualified practitioner or agency.

Person unaware

You did not know about the infringement until receiving a Penalty Reminder Notice. Reasons may include:

  • you were in another location (due to being overseas, or having moved house)
  • your mail was stolen
  • other situations preventing you from knowing about the fine.

If so, you can appeal to have the additional fee on your reminder notice fee waived and an extension of 21 days to deal with your fine. You will need to submit your appeal within 14 days of the date upon which you received the Penalty Reminder Notice. If your application is successful, you will still have to pay the original infringement penalty.

To support your application, you should upload photos or documents which reflect your reason selected for appealing the fine.

This might include:

  • a letter from a doctor or other medical professionals
  • a letter of consent, if the application is on behalf of a third party
  • a police report
  • a copy or photo of your valid ticket, or your valid Resident or Accessible Parking Permit, if it was not displayed correctly
  • other evidence, including an invoice from a tow truck if there was a mechanical breakdown.

Receiving a Notice of Final Demand

If you have received a Notice of Final Demand, you will no longer be able to appeal your fine with Council.

This is a notice issued by Fines Victoria if you have not paid your fine after receiving a Penalty Reminder Notice.

To appeal your fine, you will need to apply directly with Fines Victoria for an Enforcement Review.

Nominate another driver

The vehicle's registered owner is responsible for the fine.

If you weren’t the driver at the time of the offence, you can nominate another driver by providing their name and address through the portal.

You will only be able to nominate another driver when the fine is at the Infringement Notice stage or Penalty Reminder Notice  stage. Once the fine becomes a Notice of Final Demand, you will no longer be able to nominate another driver.

If your nomination is successful, your fine will be sent to the other driver.

Appeal an unsuccessful outcome

If your appeal was unsuccessful and you aren’t happy with the result, you can elect for your matter to be heard in the Magistrates’ Court.

Appeals lodged between 1 July 2006 and 9 February 2017

Before 2017, Tenix (our third-party parking contractor) provided recommendations about infringement appeals before a Council officer decided on each request.

In 2017, we improved our processes to make sure we were always following the laws in place with third parties assisting with internal appeal applications.

We are currently reviewing appeals that were lodged between 1 July 2006 and 9 February 2017 but were unsuccessful, and the fine was paid. If you have submitted an appeal during this time, you can request a review of your appeal.

You can also visit a Customer Service Centre or one of our libraries to lodge a request.

When you submit a request for review, we will investigate whether your initial appeal was decided by an authorised Council officer exercising their discretion in making the decision. If we find that it wasn't, a refund will be provided.

Note that this process is only for past payments made between 1 July 2006 and 9 February 2017. For current infringements, you will still need to pay the fine.
